it's compulsory for me ?

Dear sir,
I am also an unregistered Category DSA of icici bank ltd. and my annual receipts are below than 20 lakhs.
I have submitted my annual income declaration to bank as they required, but they paid my payout after deduction of 9% CGST & 9% SGST.
Will I get it back?
