I'm a Individual holding trade license for business of Labour supply on contract. Earlier I was not registered under VAT or Service Tax. However my turnover is approx 30 lakhs. Whether I have to register under GST. IF yes what will be the process and last date of registration.

You need to register and the process is online at https://www.gst.gov.in on the same website you may get the other process details also. form is attached for reference.
yes you need to register. wait for 1 st july
you need to fill FORM GST REG-01 on common portal .
