X has a main place of business in Punjab and a Godown in Haryana.

Now does he have to take GST registration in both Punjab and Haryana?

if u are making sales from Haryana also and paying rent for godowns then require to register in both places

Yes. Registration required if You transfer the goods from Punjab to Hariyana. Bcoz, It's dealt as Sales. Inter State sales is mandatory for registration......
