if a person has total turnover of Rs. 23 lacs ( 15 lacs in Delhi & 8 lacs in uttrakhand), whether he needs to take registration in both the states.

You are liable to register if the aggregate turnover (all India) is more than 20 lacs or if engaged in inter-State supplies.
You can get yourself registered in Either of the states

I have a question related to GST Registration? Please help me
I have taken registration in GST by the name of ABC (firm name)
But i have open the shop by the name of (XYZ).
But I have cutting Sale bill by the name of ABC. because i have GST number of ABC (firm name).
Please suggest me should i can change the name of XYZ to ABC in GST number.

yes u can apply for amendment of registration regarding change of name
Yes you can change the business narne by ammend ment of gst registration.

No charges to be paid to gst department.
