is it Compulsory to take Registration under GST for tour and travel agents?

If turnover exceed from limit
persons who supply goods and/or services on behalf of other registered taxable persons whether as an agent or otherwise....This is also consider in Compulsory registration.
So as per this whether tour and travel operator will consider as an agent or not?
