I had open business online but I have register for GST to upload it on Amazon, Flipkart but I haven't made any sale yet so turnover is not exceeding turnover limit of Maharashtra
Can I register under GST?
Is it then compulsory for me to file GSTR-1?

You need to file GSTR 1 even its NIL. However, no late fees is there for delay filing of GSTR1

If you are registered under GST, then you are required to file GST Return mandatorily even if there is no sale transaction in a particular month i.e. NIL RETURN.

Note that Filing of GST Returns is mandatory under GST Regime. So you are required to file NIL FORM GSTR-1 & GSTR-3B.
