He can take separate registration in both state. Apply online on gst.gov.in
Yes, he/she will be eligible for the same. If any person has 2 or more than 2 businesses in different-different states and his business falls under GST regime, then he/she will be required to have GSTIN for different states on the same PAN card.
Procedure to apply:
- Apply for GST Registration
- Get the GSTIN
- Manager will process your GST registration end to end online

He can take separate registration in Maharashtra with the same PAN itself. Each registration will be treated as distinct person under GST. He can apply in www.gst.gov.in along with various details like PAN, Photo, Rent agreement or tax receipt etc.
