A person doing interstate sales and his turnover is less than 20 lakhs, is he liable to register under GST?

yes! if a person making inter state transactions he is liable to register weather his turnover is more or less then 20 lakhs
If the person Sales GOODS to Inter State then registration is mandatory irrespective of threshold limit....
Yes he is required to register unless dealing only in Nil rated exempted items. In that case, no need to register.
