my client is a cloth dealer his turnover was 24 lacs in f y 2016-17,my question is whether he has to take registration after his turnover achieving 20 lacs or from the first day

Since your turnover of last Financial year was more than 20 Lakhs, you need to obtain registration under GST, from the very I st day.
