If a person is fall under sec. 23 (Selling exclusively exempted goods) is liable to registered if he is selling that exempted goods through e-commerce operator (i.e. Through flipkart etc.) or inter state sale, than that person is liable to registered according to sec. 24 or not.?

I think this is an open issue. Section 24 overrides Section 22(1) but there is no mention of Section 23. Therefore you'll have to wait for clarification from the Government on this issue. You can try tweeting the GST team on Twitter to bring it to their notice.
