You can issue a Stock transfer form and/or Delivery challan if you are unregistered. if you are registered then you will have to file eway bill which is not effective yet

No... You are URD then you can't transfer your goods to inter state.
If you are registered then you can sale your goods to inter state.
No more follow up stock transfer to inter state just only create sale invoice....

A urd can not sell inter state. You have to get yourself register in GST for effecting Inter state sale. Only then you can issue Tax Invoice

You can't give Tax invoices. Just you ll give Bill of Supply / Cash Bill or Cash memo...

GSTN can't compel for you... So, You don't want register under GST...

You are not bound for GST registration if your aggregate turn over is less than 20 lakhs. Only problem is when you make inter state. That is not allowed for URD
