i heard that transfer is allowed but it is a bit tedious process. and it takes atleast 1 month. what is to be done in that 1 month time span when the application is submitted and the approval is not yet received?

Yes you can get a transfer but your request goes to delhi for approval and so takes quite sometime.
I too want to know what the status of the student is once he submits his Form 109 to the institute and waits for its approval, is he registered as an articel of his previous employer until he gets his 109 approved or just till the date he puts on the 109 as date of stoping articelship

As far as the grounds are " reasonable " and you have your current employers consent, it is possible to get a transfer.
