reg gstr1 works contract

One of my client is works contractor.... He got a payment for the government and mentioned gst number of particular government on the bill... We filled gstr 3b.... Now gstr 1 we have to file... The problem is... We are trying to enter that particular gst no in B2B transactions... But.. Nothing is showing reg that gst number.... Verified the gst no... Its correct... Now how to show that particular bill in gstr 1..., either B2B or b2c.....
