Refund of cash from cash ledger

sir,
I have applied for refund of cash from my cash ledger.
the concerned officer debited my cash ledger with the amount in the month of sep 2019.
and then a notice was issued to present the documents if failed the application may be rejected after the given time .
I didn't go to the office.
but my application was nither rejected nor the debited amount was created/returned to my cash ledger.
I made my Genevieve /complaint but ño one replies.
sir now what should I do to get back my cash in cash ledger.
