Is it compulsory to get llp agreement notarized and verified by advocate before filing with ROC.

yes, its mandatory to get LLP agreement notorized before filing to ROC. Verificaiton of Advocate is not necessory.
Yes, registered and notarised LLP agreement is necessary for filing the LLP Agreement in Form 3 with ROC.
