in icai website there is form for converting fill it and send
It seems he was in pe-1 or 2 scheme. First of all he needs to re validate his registration. Form is available in the website. After that he has to reg for ipcc i guess. And thereafter normal procedures as are in existence. He may get credit of his earlier articleship also
