RCM on Sea Freight for import

Sea Freight charge is shown as 'Prepaid' in Bill of Lading.
However, the shipping charges bll issued to us by Shipping Agency does not mention Sea Freight charge.
Also, bill issued to me by local transporter.
Now, should I pay RCM on the 'Sea Freight' Prepaid charge or on the local transporter charge?

As per Notification 10 IGST ( R), under S.no.10
Services supplied by a person
located in non- taxable territory by
way of transportation of goods by a
vessel from a place outside India up
to the customs station of clearance
in India.

So as per above , RCM is applicabe 

Mr. Panjaj Rawat,
'Sea Freight' is mentioned as PREPAID separately in the Shipping Company- Bill of Lading invoice.
However, the Sea Freight is not mentioned separately the Original Import Bill?
So how do I pay the RCM on the same?
