how RCM works in GST regime?

As per section 9 (3) if a registered receives supply from unregistered, recipient has to pay GST on supply.
As per section 9 (4) if registered acquire service specified by Dept ei GTA , Lawyer Fees, etc even some goods are also under rcm.

Whether a composition dealer need to pay tax on inward supplies received from a unregistered dealer under rcm mechanism?
At present and until June 2018 it need not to be done.
