That service provider not collecting the gst,
So inthis case RCM is applicable or not
It's applicable what is the rate of RCM.

Quick Summary
Please refer notification 29/2018 CT rate date 31/12/2018.
RCM is applicable @ 18% on Security guard services.
Other services for which RCM appplucable at same rate is Rent,commission and services of prifessionals like lawyers etc....

RCM will be applicable if service receiver (the company) is registered under GST. The rate is 18%.
