Query- income from house property

If assessee owns single house. it may be treated as Self occupied house property.

if assessee owns two house. One may be treated as self occupied and second may treated as let out property.  

He needs to show income from second house . Reasonable expected rent of property will be his gross rental income as per section 23.

But if the person has 2 house properties and 'None of them is actually let out'

then would one of the house properties still be considered as let out ?? and its expected rent be added to

the GTI of the person..??
