Quarterly return for Jul-sept for regular taxpayer.

Just saw the timelimit for return filing dates on gst portal.
Surprisingly, it mentions that for the Regular taxpayer under 1.5 cr , the GSTR1 can be submitted quarterly for the period of Jul-sept and due date is 31st Dec.
Is this new rule ?
As far as my understanding concerned, i think that for July, Aug and Sept , Gstr1 return should be submitted for each month separately for everyone except composition taxpayers and Oct-Dec gstr1 return for regular taxpayers under 1.5 cr should be submitted quarterly with due date somewhere around 10th Feb 2018.
Can anyone confirm gstr1 quarterly return for Jul- Sep for regular taxpayer under 1.5 cr bracket ?
