Is there any system by which a person can know, that how much import was done on a particular IEC? Is person asking for such inforation must be owner of IEC?

There is no limit.
You have to approach customs central data base management office at ITO, New Delhi with valid reason etc. Furter they may be able only to provide data of EDI based customs ports.
