we received material, but entire material is rejected, now my question is, we should rise new purchase return bill or we can send same purchase bill enclose our letter.

you will must rise a new purchase return bill.
You should ask for a credit note and send your goods back with a purchase return bill and credit note together. Take note that both the documents must contain the same ampunts and gst.
