Unlisted public has to mandatorily issue shares in demat form only and all existing holding of promoter / directors will be in demat mode as per the companies (am) act, 2019 itself, Recoincilation report to be submitted in PAS-06 every year R. 9A,
By the way unlisted company has to mandatorily go for IPO , if Want to issue securities to public, I suggest you to go through SEBI(ICDR) , Regulations where you will understand it in depth
