Yes you can upload electricity bill provided you have to take NOC from him as bill is in his name.

Address proof means Address proof for place of business or additional place of business.For all places of business mentioned in the GST Registration Application . address proof must be submitted Following documents are acceptable as address proof of GST Registration.For Own premises -Any documents in support of the ownership of the premises like latest property tax receipt or muncilal khata copy or copy of electricity bill.In the case Rented or Leased Premises- A copy of the valid re ntal agreement with any one of the documents in support of the ownership of the premises of the Lessor like latest Property Tax Receipt or Muncilal Khata copy or copy of Electricity Bill.If the rental agreement or lease deed is not available then an affidavit to that effect along with any document in support of the possession of the premises like copy of Electricity bill is acceptable.

If father is expired but electricity bill is father name, So, What can i do ?

GST website does not mention affidavit. Can a consent letter from the owner work?
