Procedure for surrendering tan

Hi All!!

My company has shifted its operations from Mumbai to Delhi. We have filed the TDS Return for Q-3 of FY 2011-12.

Now, we seek to surrender our Mumbai TAN and apply for a fresh TAN in Delhi.

1. What is the procedure to surrender the Mumbai TAN? Can we apply for a fresh TAN in Delhi and then surrender the Mumbai TAN?

2. is there any application format for the same?

Please give references to the law if possible.

3. Also, will the datebase of our Mumbai TAN be linked to the Delhi TAN automatically?

Please clarify.
