I did it & also get the

Location code, commissionerate code, division code, range code.

But in ST-3 excel utitlity requires 10 digit alphanumeric code. without that code the utility can not go further. if u know pl. reply.

In your login in www.aces.gov.in, there is one option "Ret-> fill ST3->, Fill" 

Try out this option and please let me know the result.

Yes, u r right.  After loging to aces site "Ret-> fill ST3->, Fill" there is a premises code of the assessee.
