Power cut in mfg..is Normal or abnormal event.?

Wat will we treat power cut in the mfg unit.im confused whether it will be normal or abormal.this ques. originated from (cost)-labour.

It may vary from industry to industry and on regional location basis.  Still I think in general sense it should be a Normal event.
