No, excess working hours can't be adjusted with excess leave
There is no standard rule regarding how the outstation working hours have to be calculated. It depends upon your CA, in general you should atleast get the credit for excess hours worked, if any.
It sure can be adjusted against leaves, which depends on your CA's understanding.
