well, if we bought goods under CST ( inter state purchases), then, if we were to sell it again out of state, would CST be applicable or would it be VAT?
any help would be appreciated!

Yes Interstate sales always attract CST
If we are selling outside, it would attract CST against 'C' form, With out C form VAT Rate will be applicable.
