in SSD a person cannot become SSD again of the same company after completion of 3years cooling period?
Is it the case like a person once become SSD then he becomes ineligible to become SSD for lifetime for the same company?

No it's not like that there is a cooling period.
During the cooling period he is not eligible to get appointed as a SSD. Once it is over he is eligible.
