OF 2 PAN CARDS 1 INDIAN & NRI Property purchase on Indian PAN return not filed notice recd.

an assessee has two PAN cards. 

one Indian and the other NRI

on Indian card purchased property for 35 lacs. durin 2018-19

recd. notice for not filing return for the 2018-19

advise 

( my doubt - ? about  the assessees NRI card )

without disclosing the fact that NRI has NRI pan card. shall i file the return against pan card - indian against which no. the notice is recd.
