If a person want to start business (labour Job) then there is need to take pan no in the name of business (XYZ enterprises) and need to file IT return in the name of business.
or
he can show the profit of business in his IT return.

In case if its a Proprietory Business & the owner himself has an existing valid PAN NO. then no need for new one & can file return of Business income as proprietor.
In case of Company thn it requires a seperate PAN NO.
when the tax retrun start accepting the ITR 1 to 7 by Income tax department ?
