can we take multiple registration under gst against one pan number?

Yes, for different states operation, multiple registration in each state of operation is available.
Secondly, within state if the assessee has different business verticals, he can choose to apply for separate registration of each businesses within the state.
In all the cases, the PAN remains same, but GSTIN gets different.
