I deduct TDS on salary of one of my employee but there was no TDS in Fourth Quarter and I didn't file the TDS return for the same. Now I get to know that it is mandatary to file the last quarter TDS return(Form 24Q Annexure II) even if I didn't deduct any TDS in fourth quarter in order to get the certificate for empleyee.
Please suggest me what to do now to get the TDS certificate. Thanks in advance.

Yes 24Q4 is mandatory for getting Form 16 part A from traces site. If no tax decuctions are there in 24Q 4 you can file a Q4 return even now. Fill in Annexure II only and file the same. Challan entries and Annexure I can be blank

There were no TDS deductions in Q4, won't they impose any late filing fees or penalty if I file the 24Q 4 (Annexure II ) Return now ?

Yes Late fee is applicable. But late fee is limited to tax deducted in the statement. Since tax deducted is nil, Late fee also NIL

You Can file 24Q now Also
and no Penalty and Interest Will be Levied as the Amount Payable is "Zero"
One of employee paid advance tax and asked to employer to adjust in Tds payable. After adjust where have to show in TDS RPU Annexure ii / 2 in 4th quarter form
