As long as it covers your expenses of travelling to and from office, you should be ok with it. Geting paid a proper salary creates an obligation to devote time. So it's just better this way.
yes in CA you should not expect too much stipend
The rates specified are really insulting. Better they should stop paying stipends

It should be minimum 6000 p.m. So that a student can fulfil his minimum monthly requirements
I think minimum stipend should be Rs.5000
