is that compulsory required to be registered under GST....or every person if has not taxable turnover as said under 20 lakh shall be registered under this act ?

Threshhold limit is Rs. 20 Lacs. If a person having turnover <20lacs and not make any interstate supply, he is not reuqired to get registration under GST

section 24 of GST act deals with compulsory registration according to which turnover does not matter.
