Live ornamental fish import permit on my iec

I am from Kolkata, My IEC 0211002470 issued on the date of 28.04.2011. To import Aquarium Fish Food. I want to know is that IEC still valid or I have to renew it? And my another Quistion is I want to import live Ornamental Fish. I called DGFT delhi there the officer mailed me and give a Info that I have to apply ANF-1 OR ANF-2B form as Live Fish restricted product. But I want to know how and where I have to submit my Application form and what can be the fee? And how many days it will take to issu?
