Kindly advice, whether PAN - AAdhar link is mandatory for persons above 80 years and falll under non-income tax filing category?

Linking of PAN with AAdhar

It's not required but on safe side you may link aadhaar with PAN..
Even farmers don't and general public who don't come under income tax may not be having the knowledge about aadhaar PAN linking..
Govt must consider it.Else Govt may get revenue in the form of penalty but there will be lot of inconvenience to general public
