Liabilty of payer of more than 20000 in immovable property

What is the liabilty(like to deduct TDS and etc.) of buyer in immovable property transaction if he pays more than 20000 in cash. and the provision of section 269ss and 269T is applicable on buyer or not?

269ss and t is in case of loan,will not hit here

Section 269SS and 269T both applicable on cash transaction in Immovable property from 01.06.2015 (as amended).
