in previous year I have filed ITR3 business income maintained books of account in this year my income is Salary of private organization so can I am file ITR 1 is this any issues from IT department due to change ITR form.

No.Issue ITR form can be changed from year to year based on the source of income
It cannot be changed just like that.
Question clearly salary.So ITR-1 can be used

Of course it can! No one is stuck with a particular return. We're all free to use any return we wish, so long as our profile / sources of income meet the criteria for that return.
