ITR? for form 16 & form-16A

ON the incometax website www.incometaxefiling.gov.in
 the saral-II (itr-1) & instruction has been released.

 

in the instruction sheet in point no. 9-i it is written that :

9(i) "In items 23 and 24, please furnish the details in accordance with Form 16 issued by the employer(s) in respect of salary income and Form 16A issued by a person in respect of interest income and other sources of income. Further in order to enable the Income Tax Department to provide accurate, quicker and full credit for taxes deducted at source, the taxpayer must ensure to quote complete details of every TDS transaction."

from the above statement i hope it is cleared that those employees who had received FORM-16 & FORM-16A both can file ITR-1 (now SARAL-II)

many employees when they are not employed on pernanant terms, they are being issued FORM-16A, instead of FORM-16,

i have tried many times with different ITO's to file such employees return by using ITR-1 OR ITR-2 as the case was,

but no body accepted, they say that FORM-16, employees should fill ITR-4, as it is taken as business.

but in acctuall they are salaried persons.

plz explain point 9(i) in the instruction sheet provided by govt. in respect to my query
