no because the word used in the law is taxable supply
and u can only deal in exempted goods
If u r deal in exempted as well as taxble and the amount is exceed for rupees 20 lakh then registration will be required
and u can only deal in exempted goods

If a person exclusively engaged in exempted goods and / or services then no need to registered.
** No need to be registered as per sec. 23 (1)(a)
