iam doing Cloth business and my turnover is less than 40lakhs ,I want to know that gst is applicable to me

doesnt matter what business you are doing gst is applicable if turnover exceed 20 lakh however govt may notify some goods or services on which exemption will be applicable but as of now no goods are specified under the exemption list there fore gst applicable on cloth business

GST will be applicable from 1st July 2017 and it will be notified. Till the time you can register yourself for GST enrollment. After enrollment you will get ARN no. that will be provisional and valid subject to verification of documents and details submitted by you.

as your turnover already crossed 10 lakh first register under vat act without waiting for gst as new reg. facility not available yet

As per my understanding, the direct enrollment to GST is not started. You need to register under State VAT acts or under service Tax Laws first depending upon the type of business.
Then either of the departments will issue a provisional ID and Password for GST login and then you need to upload the information to GST website.
