Applied for gst practitioner registration. However department issued notice for clarification and mentioned that documents like aadhar photo educational qualification adress proof to get notarised.

If the department has specifically asked to supply notarized documents, no other option remains. You have to submit the documents as demanded. Otherwise it is not required to be notarized always.
