is a "written" agreement required to deduct tds?

for ex- to deduct tds while making payment to a courier agency.

TDS is not related to "written" or "printed" 

TDS is deducted on payment of  "expenses"  which the assesee claim as business expense in his business Profit and Loss. 

No Written agreement is required,

but the One who is deducting TDS must be in 2nd year (or more than this) of AUDIT..
