can any regulatory body I.e. Icai or Icsi

No., ICSI/ICAI/ICMAI Or other institutes, are not profit oriented entities, they are regulator on their own set up by act of Parliament, So I don't think so Educational Institute can bring IPO, Like For ICSI authority is MCA and sure for others, even assume for second they brought their debt securities to be listed, then I don't think so anyone will subscribe it...Its not a company Like SBI, But future is dynamic and may be that IIM/IIT/ ICSI/ICAI /ICMAI May get their debt securities listed on Education stock exchange (But it seems impractical)...

Regulatory bodies are governed by special Acts so they cannot come up with ipo.
