Interest is applicable on filing if gstr 3b of july 17 to sept 18 after 1 january 2019

Yes, interest is applicable
No, you can file return without any late fee and interest till 31.01.19, as I personally file returns of my client F.Y 17-18, 18-19 till oct18 without any late fee and interest. last date for filling return is 31.01.19
