Income tax return

an Assessee who has not made any deposit or investment for deduction under chapter V1 A during the FY 19-20 and assessed to pay tax if return is filed although out of proviso 139.
Is it intelligent step to not to file return as he has registered himself as an Assessee during the FY 20-21?
