See the Penalty Provisions Chapter of Company Law and act accordingly which things are most required to do. 

FIrst you go throgh MoA and AoA understand the articles of AOA. After that check the DIrectorship and shareholding pattern. Afterthat I am hereby attaching the checklist for a public ltd company. I can tell you one thing as the company is a public company the company will have to comply almost all provisions of the act as there will be not much relaxation on various provisions of the company like a pvt company. Check the statutory registers, Minutes book and RoC files. Thereafter make your own checklist by collecting various datas, as now th ebalancehseet is also has to be filed with in 30 sep, you may have to slightly do every thing fast. Go through the B/S and Directors Report last year so that you will understand more about last financial year. Take care of common seal and also teh DSC of teh directors, ensure that the DSC is valid . Ensure that Form 24AA, declaration u/s274(1)(g) has been complied. Hope this will meet your requirement
